Frankfurt Prosecutors Raid Alleged $6.8 Billion Illegal Gambling Ring

Frankfurt prosecutors arrested the main suspect in an alleged illegal online gambling operation on Sept. 8, after more than 100 officers searched 11 properties in Germany's Rhine-Main region.

The five accused allegedly offered internet gambling without the required German license from at least July 2021, taking €5.86 billion ($6.8 billion) in player stakes through the end of 2023. Investigators put the unpaid gambling tax for 2024 alone at €77.6 million ($90 million).

Investigators Seize Cars and Freeze Bank Accounts

The prosecutor's office announced the searches on Sept. 9. A Frankfurt district court issued the arrest warrant, and investigators secured about €82 million ($96 million) in assets, including high-value vehicles and frozen bank accounts.

The office says the five offered the games commercially and as a gang, and accuses them of failing to pay gambling tax in full. Prosecutors have not named the platforms or the suspects, and reported no response from the accused.

Tax investigators took part in an inquiry that ran more than three years.

Licensed Casinos Say the Case Undercuts Official Estimates

The German Online Casino Association (DOCV), which represents licensed operators, said on Sept. 9 that the case does not match official black market estimates.

Licenses for online casino games have barely been issued in the individual states, which is why online casino games take place almost exclusively on the black market.

That is Kevin O'Neal, a DOCV board member, in a statement translated from German. The association wants a nationwide licensing model and a change to Germany's criminal code so operators can be charged where the player sits.

The country's joint state regulator, the GGL, put the unlicensed share of online play at 22.97% in a study published March 16, 2026, a channeling rate of 77.03% for licensed sites. The DOCV puts channeling nearer 50%. Other markets dispute their own numbers: Türkiye's lottery administration blamed four licensing jurisdictions for 84,585 sites aimed at its players.

Germany's states must deliver the first full evaluation of the 2021 State Treaty on Gambling by Dec. 31, 2026, the review where any licensing change would start.
