California Gov. Gavin Newsom signed a law on Sept. 27 that bars the state's public officials from issuing meme coins and stops crypto platforms from selling Californians new meme coins launched by politicians.

The listing rule reaches past California. No platform may sell a California resident a meme coin launched from Jan. 1, 2027 by, or with, any federal, state or local official, the president included.

Newsom's office tied the law to Trump's own coin, citing reports that nearly 1 million buyers lost more than $3 billion while the president made roughly $636 million.

Who the Law Covers

AB 2409 covers state and local officials, elected or appointed, down to members of advisory boards. It also covers public employees who decide on government bids and contracts.

The law defines a meme coin as a token built around memes, celebrities, current events or jokes, whose value comes mainly from hype and speculation. Nobody voted against it: the Senate passed it 40-0 and the Assembly 78-0.

There are no fines or jail terms. The attorney general can sue to stop a violation and claw back the profits, and local prosecutors can bring the same case against an official who issues a coin.

Trump's Coin Stays Tradable

Newsom's office described the listing rule as covering coins that use an official's likeness or image. The signed text does not say that. A Senate Judiciary Committee analysis shows Assemblymember Avelino Valencia, the author, dropped the likeness wording to avoid a free-speech challenge. The law targets who launches a coin, not whose face is on it.

The 2027 start date is deliberate. The committee wrote that it keeps earlier buyers of officials' coins, such as $TRUMP, from getting stuck with them if a price spike lets them recoup losses.

Newsom had already barred his appointees from profiting on prediction markets with inside information, one of several governors to restrict staff betting. A federal ban, the MEME Act, was introduced in 2025 but appears stalled, the committee found. The first coins caught by California's listing rule are any launched on or after Jan. 1, 2027.
